Policing in Tourist Destinations

OVERVIEW

From July 2—8, Global New Orleans welcomed a delegation of six Indonesian law enforcement professionals for a focused exploration of public safety, interagency collaboration, and community trust in high-traffic tourist destinations.

The program began with a strategic briefing at the New Orleans Police Department (NOPD), where participants engaged with members of the Public Affairs Division to discuss NOPD’s approach to public safety, including crisis communications, community engagement, and counterterrorism. Officers shared lessons learned from high-profile events, including the recent New Year’s Eve attack in the French Quarter, and reflected on ethical considerations surrounding surveillance technologies like AI and facial recognition.

Participants explored the intersection of public safety and environmental design through site visits to Couturie Forest and the Pontchartrain Lakefront, two popular recreational areas requiring unique policing and safety protocols. These visits provided insights into the environmental and social dynamics of maintaining public order in natural, open-access tourist destinations. The delegation also observed the broader judicial system in action with a visit to the Orleans Parish Criminal Courthouse, hosted by Judge Kimya Holmes (Section D). There, they witnessed courtroom proceedings and discussed defendants’ constitutional rights, judicial transparency, and case management practices in a U.S. urban context.

This exchange fostered dialogue around international policing practices in tourist-heavy regions, strengthened professional networks, and deepened participants’ understanding of how law enforcement in the U.S. balances safety, civil rights, and community trust in globally renowned destinations like New Orleans.
